Children and young people make up 30–40 per cent of most urban populations in the global South. Yet their needs and rights often have little impact on the policies, programmes and decisions that profoundly affect their lives. Local governments often pay little attention to children’s realities or account for their specific needs, even when they play a significant role in tackling urban poverty and exclusion.
